- Legal Obligations: Ensure compliance with legal and regulatory requirements while minimizing organizational risk and maintaining public trust.
- Safe Community: Protect residents, businesses, and visitors through coordinated public safety services, prevention strategies, and effective emergency response systems.
- Well-Maintained City Infrastructure: Preserve and improve public infrastructure through proactive maintenance, strategic capital planning, and long-term asset management.
- Access to Natural Spaces: Provide equitable access to clean, safe, and well-maintained parks, open spaces, and natural environments that enhance community well-being.
- Quality of Life: Enhance the overall well-being of residents by fostering a vibrant, inclusive, and livable community.
- Government Effectiveness: Strengthen organizational performance by improving service delivery, operational efficiency, and transparent, accountable governance.

In March 2025, City Council directed staff to initiate an update to the City's Strategic Plan to replace the previously adopted plan from 2019. The planning update process incorporates insights gathered through our community-wide survey, strategic planning workshops, and various other engagement efforts with residents, City staff, and City Council.
The City Council held a strategic planning workshop on October 29, 2025 hearing presentations on the economic outlook of Reno and insights gathered to develop recommendations on priorities.

After the October workshop, the strategic planning team worked with City leadership to draft the plan based on Council's direction and vision.
Beginning in the Spring of 2026, the City's strategic planning team brought each section of the strategic plan to Council for review and discussion. Each section provided Council with the opportunity to weigh in on their priorities for the section and give feedback for incorporation in the final draft. Once each section is discussed, the draft plan will be available for community review and feedback.
- March 11, 2026 - Fiscal Stewardship and Legal Obligations
- May 6, 2026 - Safe Communities
- June 10, 2026 - Well-Maintained City Infrastructure and Access to Natural Spaces
Community Feedback: Community feedback was open from June 11 - June 30, 2026 to finalize and refine the plan.
The final plan was adopted by Reno City Council on August 12, 2026.
The Plan's 16 goals will be supported by internal goal teams responsible for advancing each of Council's goals. These teams will bring quarterly status updates to Council.
