Affordable Housing Municipal Loan Program

Loans may be available to assist with the development of transitional and permanent affordable housing units through the Washoe County HOME Consortium (WCHC). Loans may be available for the following:

  • Pre-development and development
  • Construction
  • Acquisition
  • Preservation
  • Substantial rehabilitation

Funds are typically provided for the loan program through the HOME Investment Partnership Program (HOME), Affordable Housing Trust Funds (AAHTF), and other housing funds.

  • The loans are made available through a competitive application process. 
  • Projects seeking loans must be approved by the Technical Review Committee of the Washoe County HOME Consortium, and must maintain compliance with all of the rules and regulations of the U.S. Department of Housing and Urban Development (HUD) at all times.
  • The laws and rules of the Davis-Bacon Act and the Section 3 program may be required for approved projects.
  • Loans through this program typically require a minimum affordability period of between five and thirty years, depending on the nature of the project.

City of Reno Private Activity Bond Cap (Volume Cap)

Volume Cap Allocation 

The City of Reno’s Private Activity Bond (PAB) Cap program helps facilitate tax-exempt bond financing for affordable multi-family housing. Instead of allocating volume cap directly to projects, the City assigns its available cap, an estimated $17 million for 2026, to the Nevada Housing Division, which then issues the bonds.

Developers seeking an allocation must submit a completed application by May 31, 2026. Selected applicants will be invited to a Reno City Council meeting in late July or early August for consideration of a Resolution of Allocation, which allocates the City’s volume cap to the Nevada Housing Division on behalf of the project.

Resolutions of Support

Projects that are not selected for volume cap or apply after the cap has been allocated may still receive a Resolution of Support, which is required before applying to the Nevada Housing Division for Private Activity Bonds.

Affordable Housing Fee Reduction Program

Pursuant to Statutes of Nevada 2019, enacted by the Nevada Legislature by passage of Senate Bill No. 103 (NRS 278.235(1)(a) and (2)) the city is enabled with the ability to reduce or subsidize in whole or in part impact fees, fees for the issuance of building permits collected pursuant to NRS 278.580 and fees imposed for the purpose for which an enterprise fund was created to assist in maintaining or developing a project for affordable housing.
