An unsolicited proposal is a written offer or idea that is submitted to the City of Reno for the purpose of developing a partnership or concept that would benefit the citizens of Reno.

Unsolicited proposals offer a solution to a recognized problem, provide value to the City of Reno, and support the City of Reno’s Vision, Mission, and Priorities.

An unsolicited proposal is not an offer or alternative for property or services that the City of Reno is currently procuring through competitive methods. More information about the City of Reno Purchasing Program.

The City of Reno welcomes proposals from any vendor with technical and financial resources to provide the services proposed or the ability to contract with the City of Reno and/or serve as a partner in a contract resulting from the adoption of the proposal. The City encourages and welcomes innovative submissions from private sector businesses (including startups and small businesses), academic institutions, philanthropic foundations, and non-profit organizations.

Thank you for your submittal. Your proposal will be transferred to the relevant department for review and assessment. During the review, staff may contact the proposer with questions or requests for more information.

After a full review, the City of Reno will decide whether to forego the proposal, test a pilot program, proceed to an agreement, or pursue a competitive solicitation based upon the proposal.

The City of Reno may use proprietary information or intellectual property contained in an unsolicited proposal as part of a request for proposal (RFP) or request for qualifications (RFQ) and may award a contract to a proposer other than the proposer who submitted the unsolicited proposal.
