October 22, 2025 Reno City Council Meeting Highlights

In our ongoing commitment to keep residents and media informed we’ve summarized the outcomes of a few key agenda items from Wednesday’s Regular Meeting of the Reno City Council. Staff Reports with more information are linked below.  

B.8 - Installation Contract for Reno Event Center Bollards Project 
Council awarded a contract to Schell Creek Construction, Inc. in an amount not to exceed $860,000 for the installation of bollards at the Reno Event Center. The project will be funded by the Capital Project $2 Room Surcharge Tax Fund. The Reno Event Center hosts large events with attendees who typically line up along University Way to enter the venue on E. 4th Street. During events, traffic control measure often requires closing at least one lane on University Way and one westbound lane on E. 4th Street to ensure pedestrian safety. This project will focus on improving pedestrian safety and reduce traffic impacts by installing protective bollards along both streets near the venue. The installation is expected to begin in November 2025, with the work taking about two months to complete.

B.12 - Grant Awarded for Veteran Adaptive Sports Programs 
Council accepted a grant from the Department of Veterans Affairs for the Grants for Adaptive Sports Programs for Disabled Veterans and Disabled Members of the Armed Forces Program to continue to provide the Fit but not Forgotten (FBNF) and Military to the Mountains (M2M) Veteran Fitness Classes at the Evelyn Mount Northeast Community Center (or alternate location) in the amount of $25,250. FBNF was created by the City’s Parks and Recreation Department in 2012 to engage disabled veterans through instructor-led workouts that promote a healthy lifestyle, leading to free, all-inclusive facility membership upon completion. M2M is a 10-week fitness programs for FBNF graduates that prepares them for a week of adaptive skiing, in partnership with the High Fives Foundation. 

C.1 - City’s General Fund Financial Update  
Council received an update on the City’s General Fund for the fiscal year 2024/25 from Vicki Van Buren, the City’s Director of Finance. The General Fund is expected to have an unassigned ending fund balance of $38.5 million (12.2% of expenses) as of June 30, 2025. Van Buren mentioned that the General Fund will continue to have some challenges due to the following: uncertainty of the economy, national policy uncertainty, consumer confidence and spending, and inflation outpacing revenue growth. At the November 19, 2025 Reno City Council Meeting, an item will be discussed related to the next fiscal year fee schedule, how the City’s fees compare to other local jurisdictions, and an overview of the General Fund fiscal year 2026/27 budget.

C.4 - Rapid Rehousing Pilot Program 
Council received a presentation from the City’s Housing and Neighborhood Development Team on the Rapid Rehousing (RRH) Pilot Program. The program launched in August 2024 with $200,000 to provide temporary rental assistance for people experiencing homelessness who are on subsidized housing waitlists. In partnership with Volunteers of America and the Reno Housing Authority, the program offers dorm-style housing at the Village on Sage, case management, and rent subsidies for up to 24 months. Participants pay no more than 30 percent of their income toward rent while preparing for long-term housing. Since the program’s inception, 36 participants to date, 25 active participants, and eight have transitioned into permanent housing. C.5 - Jacobs Glow Plaza and Festival Area Conditional Use Permit Updates 
Council received a presentation from Jacobs Entertainment representatives on the J Resort’s Glow Plaza and Festival Grounds. Jacobs Entertainment is required, per their Conditional Use Permit, to give an update presentation to Council every year. Representatives from Jacobs Entertainment updated Council about renovation updates, feedback from residents and visitors, and data on event attendance. Today, representatives announced plans to build 12 youth sports fields along 4th Street, as well as the creation of the Downtown Reno Amateur Sport Association. Representatives stated they would like to open these fields up in summer 2026. Council praised the idea on bringing more sports downtown and mentioned excitement over bringing more residents to that area to participate in those events.

  • Jerry Wager and Lucas Ingvoldstad were appointed to the Parks and Recreation Advisory Board (PRAB) 

Other Headlines 

  • Council accepted a $15,000 donation from the Nevada Military Support Alliance, Nevada Paralyzed Veterans America, Bay Area Paralyzed Veterans of America, Raiders Foundation, and Reno Elks Lodge to support the City’s Annual Military Sports Camp
  • Council accepted a $7,000 donation from ImpactNV to the Urban Forestry program to purchase trees and supplies for planting along Silver Lake Road
