March 26, 2025 Reno City Council Meeting Highlights
In our ongoing commitment to keep residents and media informed we’ve summarized the outcomes of a few key agenda items from Wednesday’s Regular Meeting of the Reno City Council. Staff Reports with more information are linked below.
B.9 & B.10 - Award of Contract and Approval on Consultant Agreement for 2025 Sewer Cured-In-Place Pipe (CIPP) Rehabilitation Project
Council awarded a contract to Insituform Technologies and approved a consultant agreement with Consor Engineers, LLC for the 2025 Sewer Cured-In-Place Pipe (CIPP) Rehabilitation Project. The contract with Insituform Technologies is in an amount not to exceed $1,535,002. The consultant agreement with Consor Engineers, LLC is in an amount not to exceed $129,250. The funds will come from the City’s Sewer Fund. The 2025 CIPP Rehabilitation Project aims to rehabilitate sanitary sewer mains in two areas located near Mill Street and northeast Reno. These areas have sanitary sewer mains that have been identified as high priority in the FY25 capital improvement plan for rehabilitation or replacement due to their age and condition.
B.11 & B.12 - Award of Contract and Approval to Purchase Materials for Reno Event Center Roof Resealing Project
Council awarded a contract to CTR Roofing Ltd. For the Reno Event Center Roof Resealing Project in an amount not to exceed $329,065. Council also approved the purchase of materials for the project from Garland/DBS Inc. In the amount not to exceed $814,417.19 using the joinder provision in NRS 332.195. The roof membrane, or waterproof layer, of the Reno Event Center is nearly 20 years old and is no longer watertight. Resealing the roof is needed to eliminate damage from leakage and extend the lifespan of the roof. This project was identified as a high priority in the FY25 capital maintenance plan. In March 2025, the Capital Projects Room Surcharge Committee authorized up to $1,147,142.19 from the Capital Project $2 Room Surcharge Tax Fund for labor and materials for the Reno Event Center roof repairs.
B.13, B.14, & B.15 - Contracts Awarded for Street Rehabilitation and Preventative Maintenance Projects

Council awarded a contract to Sierra Nevada Construction, Inc. for the 2025 California Avenue River Run Parkway Street Rehabilitation Project in the amount of $3,975,007. This project consists of removing and replacing pavement, curb and gutter, sidewalks, driveways, pedestrian ramps, storm drain inlets and pipe, pavement striping, provisions for traffic control, and other miscellaneous work associated. This project will start in spring 2025 and is expected to be completed by fall 2025. This project is funded through the City’s Street and Sewer Fund.

Council awarded contracts to Sierra Nevada Construction, Inc. And Lumos & Associated for the 2025 Reno Preventative Maintenance Project. The contract with Sierra Nevada Contract, Inc. is in an amount not to exceed $3,284,115. The consultant agreement with Lumos & Associates is in an amount not to exceed $215,885. These projects are funded through the City’s Street Fund. This project includes surface treatment on approximately 49 centerline miles of road primarily in the northeast and southeast portions of Reno, patching 64 streets, and overlay on approximately 0.6 miles of road. This project is scheduled to start in spring 2025 and is expected to be completed by summer 2025.
D.1 - Update on Reno Housing Court Eviction Diversion Pilot Program
Council received a presentation and update on the Reno Housing Court Eviction Diversion Pilot Program in partnership with Reno Justice Court. This program provides up to three months of past-due rental assistance for households facing eviction due to nonpayment of reno. Eligible households are those with income at or below 60% of the Area Median Income (AMI) that are at risk of homelessness due to an active eviction notice for nonpayment. From August 2024 to February 2025, the pilot program was able to help nearly 100 households. These individuals were able to stay in their homes thanks to the program. In addition, the City of Reno also requires applicants to participate in financial literacy training, helping build skills to break the cycle of housing instability. The Housing and Neighborhood Development Department (HAND) allocated $500,000 from AB396 to the pilot program, which is projected to be fully expended by the end of June 2025. HAND and Reno Justice Court are exploring options to secure additional funding to extend the life of the program.
D.2, D.3 & D.4 - Federal Emergency Management Agency (FEMA) Regional Flood Mapping Projects Discussion, Agreements Amended
Council received a presentation from Utility Services Department staff on the three major Federal Emergency Management Agency (FEMA) mapping activities related to revisions to the Special Flood Hazard Area (SFHA) maps within the City of Reno. This includes a letter of map revision for Swan and Silver Lakes in Lemmon Valley, a physical map revision for the Truckee River and Tributaries, and a FEMA initiated rick map floodplain revisions for south Reno tributaries to Steamboat Creek. These areas were identified as flood-prone areas and updates to these plans can help with emergency preparedness scenarios.

Council approved an amended interlocal agreement with Washoe County for reimbursement of 29% of the cost of professional services with HDR Engineering Inc. associated with the FEMA flood map updates or “risk map” for the amount not to exceed $56,954 (total contract amount not to exceed $197,533). These funds come from the City’s Sewer Fund.

D.5 - Update on City of Reno Strategic Plan
Council heard a presentation about the achievements and progress made under the City of Reno’s current strategic plan. With the plan set to expire, Council directed staff to work on updating the plan in the upcoming year. The City’s seven overarching goals are fiscal sustainability; public safety; economic opportunity, homelessness, and affordable housing; economic and community development; infrastructure, climate change, and environmental sustainability; arts, parks, and historical resources; and governance and organizational effectiveness. F.1 - Ordinance Amended Related to Sewer Connection Fee Credit Policy
Council approved an ordinance to amend the Reno Municipal Code Title 12, “Public Works and Utilities,” Chapter 12.16 “Sewer Service,” article II, section 12.16.155, titled “Sewer Connection Fee Credit Policy”. This ordinance does not reduce, waive or subsidize fees and instead, extends the use of credits for fees that have already been paid on buildings that have been demolished.
