City Seeks Input on Potential Text Amendment to the Development Agreement Section of the Reno Development Code

Due to the COVID-19 pandemic, the City of Reno is providing an additional opportunity to submit comments on the proposed draft ordinance amendment to Reno Municipal Code.

TXT20-00006 (Development Agreement) - A request has been made to amend Reno Municipal Code Title 18, specifically Chapter 18.20 (Development Agreements).  This request is associated with the Title 18 Code Update "Renovation" and will propose revised text intended to facilitate the use of voluntary agreements as allowed pursuant to NRS 278.0201 through 278.0207, inclusive.

The draft Text Amendment under consideration includes, but is not limited to the following:

  • Enhanced reference to NRS requirements. 
  • Removal of regional requirements and discretionary permits (PRS, SUP, PUD, and SPD requirements).
  • Removal of text that is redundant of NRS requirements.

In an effort to protect public health, we are asking that all comments be submitted in writing, in lieu of a public workshop, to the Planning Division at or via US Postal Service to the City of Reno, Planning Division, P.O. Box 1900, Reno, NV, 89505 by 5 p.m. on July 15, 2020.

Workshops continue for businesses that sell packaged alcohol

The City of Reno will host a third public Stakeholder Workshop at City Hall on Thursday, March 5, 2020 at 3 p.m., to discuss new ordinance recommendations for City Council related to Packaged Alcoholic Beverage Sales. The workshop will be held in the first floor Council Chamber.

City staff comprised of representatives from the Reno Police Department, Code Enforcement, Planning and Business Licensing have drafted a list of potential amendments to include:

  • Establish “primary” and “accessory” land use categories and regulations for Packaged Alcoholic Beverage Sales.
  • Clarify Council authority to approve, deny or approve licenses with conditions (e.g. hours of operations, business models, etc.)
  • Downtown restrictions; No single beer container sales; No wine bottle sales under 750 ml; No mini-bar one-shot bottle sales; Require security for operations after 11 p.m.; Require liquor sales stores provide 30 percent of floor space dedicated to fresh or frozen perishable food, and 10 percent for beer and wine sales stores; Expanding the restriction cap area boundary; Increasing the cap to include new businesses within the expanded boundary area.

In previous workshops, the main concerns expressed were related to the downtown restrictions. Some of those concerns expressed by business owners were:

  • Requiring security will cost too much and could require closing.
  • Single sales are necessary to stay in business
  • 30 percent of floor area dedicated to groceries will significantly impact business. Customers will not buy groceries, and they will be thrown away on a regular basis.
