February 12, 2020 Reno City Council Highlights

In our ongoing commitment to keep citizens and media informed, we’ve summarized the outcomes of a few key agenda items from today’s Regular Meeting of the Reno City Council:

D.1 - Massage Establishment Code

Council unanimously accepted and approved proposed ordinance changes on massage parlor businesses:

-Background checks for ownership

-No duplication of checks for previously-approved owners

-No 24-hour operations

-Manager on-site requirements

-No tinted exterior windows

-No ATM machines on-site

Staff explained that most of these changes can be accomplished and required within six months. 

D.3 & D.4 - Traffic and RTC Presentations

Council heard wide-ranging presentations from the City of Reno traffic engineering department and the Regional Transportation Commission to learn more about safety and county planning. 

Both presentations focused on current statutes and regulations that affect traffic, pedestrian safety, and regional response to growth in the next three decades. 

D.7- Dockless Electric Scooter Pilot Project

Council was given an update on mobility sharing projects and rules.

Staff explained that changes in state law require electric scooters to follow the same laws as bicycles. The city would need to have an approved franchise license agreement in place before beginning any operations. 

D.2 - Caramella Ranch Estates Parks and Open Space Agreement

Council unanimously approved the purchase of a site of more than 16 acres in the South Meadows area from the developer. The area will remain open space that is reserved for park creation at a later date.
