City to Consider Potential Amendments to Packaged Alcoholic Beverage Regulations

Update December 21, 2021

Changes to Title 18 were approved and became effective December 11, 2021.  At Council's request, modifications have been made to sections of Title 5 relative to operating hours and conditions (5.07.123(b)(1)), compliance reviews (5.07.123(j)(2)) and prohibited products (5.07.123(c)(2)(b)).  A second reading and potential adoption of the proposed ordinance is scheduled to be considered by City Council on Wednesday, January 12, 2021 at 10:00 a.m. in Council Chambers at Reno City Hall; 1 East 1st Street.

A Business Impact Statement has been completed and is available for review below. This item is scheduled to be considered by City Council for acceptance in conjunction with a first reading of proposed amendments to Reno Municipal Code Chapter 5.07 and Title 18 on Wednesday, November 10, 2021 at 10:00 a.m. in Council Chambers at Reno City Hall; 1 East 1st Street.

A final public workshop to learn more about the proposed changes and to provide comments is scheduled for Tuesday, June 22, 2021 from 3:00 p.m. to 4:00 p.m. in Council Chambers at Reno City Hall; 1 East 1st Street.  The meeting is open to all licensees, interested parties, and community partners.

Update May 26, 2021

The City of Reno will be holding meetings with businesses and community stakeholders to gather input on draft ordinance amendments to Reno Municipal Code (“RMC”) Title 5, Privileged Licenses and Title 18, Land Development Code, related to package alcoholic beverage and package wine and beer licensing regulations among other amendments.

The draft ordinances under consideration apply to businesses with package alcoholic beverage licenses and package wine and beer licenses.  The draft ordinance amendments include, but are not limited to, enhancing public safety by better regulating package alcohol stores; clarifying the City’s discretion to approve, deny, or approve applications with conditions; and establishing procedures to maintain land use compatibility.  Additional standards are proposed for the Downtown Reno Restricted Alcohol License Area and East 4th Street Corridor (and within 1,000 feet of each area), including new operational and safety standards, a fresh or frozen perishable food requirement with certain exceptions, and an 18 month conformance period for certain businesses.  Additionally, amendments clarifying “Inactive licenses,” amendments clarifying “Individuals licensed only,” amendments clarifying “Alcoholic beverage manufacturer’s license,” and the removal of “Fraternal club” as a license type are also included in the proposed changes.

  • Friday, June 25, 2021 at 5:00 p.m. - Deadline to submit comments, data, and/or any arguments on the proposed changes in writing. Submit to businesslic@reno.gov.
  • Wednesday, August 4, 2021 - Reno Planning Commission to hold a public hearing to discuss amendments to Title 18 and to make a recommendation to City Council on the proposed changes (tentatively scheduled).

The City of Reno is seeking input on draft ordinance amendments to Reno Municipal Code (RMC) Title 5, Privileged Licenses and Title 18, Land Development Code, related to package alcoholic beverage and package wine and beer licensing regulations.

The public workshop scheduled for Tuesday, February 11, 2020 at 5:30 PM at Reno City Hall to review potential changes to packaged alcoholic beverage regulations has been canceled. The city will provide advance notice to the affected businesses and community members once a new public workshop date is identified.
