December 11, Reno City Council Highlights

In our ongoing commitment to keep citizens and media informed, we’ve summarized the outcomes of a few key agenda items from today’s Regular Meeting of the Reno City Council:

D.3 - Study of Reno Fire Department by Center for Public Safety Management, LLC

The study was complimentary of the City of Reno Fire Department and reported that it is adequately staffed, sufficiently resourced, and an appropriate workload. They gave recommendations with regards to dispatch and implementing a new program to help consolidate REMSA and fire responses to emergencies. Council gave direction to staff pursue implementing all of the recommendations including consolidating services with other jurisdictions.

C.2 - UNR Gateway Lake Street Abandonment

Council approved the abandonment of a portion of Lake Street that is roughly 9,737 square feet for the construction of a parking garage located south of East Ninth Street, to the east of North Center Street, and to the west of Evans Avenue. 

D.4 - CitiCenter, National Bowling Center, and Reno Events Center

Council heard a presentation from P3 partners who are looking at purchasing the CitiCenter Plaza at a fair market rate to develop into a non-gaming hotel. They would also redevelop the National Bowling Center into a multi-sports center and take over management of the National Bowling Center and Reno Events Center. Council is excited about the proposal and is encouraging of the concepts presented but understands the need to work out details. City Council directs staff and P3 to bring back to council a draft purchase and sale agreement, table of to-do contract items, and Qualified Management Agreement to be reviewed and approved. 

D.2 - Sky Tavern 30 Year Lease

Council unanimously approved a 30 year lease with the option to renew for an additional 20 years to Sky Tavern ski program located at 10000 Mount Rose Highway.

D.7 - 1,000 Homes in 120 Days

The City of Reno currently has 1600 applications for the 1000 homes in 120 days. Council would like to keep the application open to additional projects through the January 30 deadline. Additionally, council would like to accept project proposals outside of the opportunity zone which the program was originally limited to and they would like to accept project proposals that have fewer than 30 units.

F.1 - Public Parks and Plaza Shading 

Currently, a structure may not cast a shadow on public parks or plazas between the hours of 10:00 a.m. and 2:00 p.m. on December 21, the shortest day of the year. Council approved an ordinance to to remove the prohibition in the Downtown area.

I.1 - Stonegate Phase 1A

The Planning Commission approved the Stonegate map for 671 homes and approved a Special Use Permit for small lot development. This decision was appealed to the City Council by three parties. The City Council voted to uphold the decision of the Planning Commission and approve the tentative map and the Special Use Permit subject to the conditions. The City Council also reversed the decision of the Planning Commission and approve the variance to eliminate landscaped parkways. 

G.1 - Citizen and Elected Official Appointments

-Senior Citizen Advisory Committee: Carol Crane and Elton “Mac” Rossi

-Recreation and Parks Commission: Peggy Nelson-Aguilar

-Ward 5 Neighborhood Advisory Board: Elton “Mac” Rossi

-Ward 1 and Ward 2 appointments were postponed to a future meeting
