City Seeks Input on Potential Text Amendment to the Development Agreement Section of the Reno Development Code

Due to the COVID-19 pandemic, the City of Reno is providing an additional opportunity to submit comments on the proposed draft ordinance amendment to Reno Municipal Code.

TXT20-00006 (Development Agreement) - A request has been made to amend Reno Municipal Code Title 18, specifically Chapter 18.20 (Development Agreements).  This request is associated with the Title 18 Code Update "Renovation" and will propose revised text intended to facilitate the use of voluntary agreements as allowed pursuant to NRS 278.0201 through 278.0207, inclusive.

The draft Text Amendment under consideration includes, but is not limited to the following:

  • Enhanced reference to NRS requirements. 
  • Removal of regional requirements and discretionary permits (PRS, SUP, PUD, and SPD requirements).
  • Removal of text that is redundant of NRS requirements.

In an effort to protect public health, we are asking that all comments be submitted in writing, in lieu of a public workshop, to the Planning Division at oswaldb@reno.gov or via US Postal Service to the City of Reno, Planning Division, P.O. Box 1900, Reno, NV, 89505 by 5 p.m. on July 15, 2020.

Draft Code Language on Development Standards Released for Public Input

As part of the City of Reno's effort to update its development regulations, the second part of the City of Reno draft zoning code is available for public review and input. The chapters of draft code released in November focus on development standards and include topics such as:

  • Parking;
  • Grading and hillside development;
  • Site and building standards;
  • Sidewalks; and
  • Historic preservation.

Many other topics are covered in the draft chapters released in November. The community is encouraged review the draft language and use the commentary and footnotes throughout the document for more information about the proposed changes.

“We know there is a lot of information in the draft code language. We encourage you to come to one of our open houses this month to learn more and share your thoughts,” Community Development Director Arlo Stockham said. “Listening to the community about these first drafts continues to be of the utmost importance to us. We want to hear from you!”

The City of Reno will be hosting open houses on Nov. 18 and Nov. 20 to discuss the development standards code language and seek input. Members of the public may also provide feedback by emailing CodeUpdate@Reno.Gov, calling (775) 334-4636, or using the interactive online commenting tool

The development standards chapters represent the second of three parts of the code to be released for public input through the Zoning Code RENOvation project. Part 1, which focuses on zoning districts and uses, was released in August. The community is still encouraged to review and provide comments on that portion. The third part on procedures is anticipated to be released in December 2019. 

After collecting input on all three sections through mid-January 2020, city staff will be taking the feedback and creating a revised consolidated draft. The revised document will be released in April 2020 for a second round of public review.
