Governor Sisolak signs emergency directive to order non-essential businesses to close

For Customers:
The Community Development Department is adjusting its processes and procedures in response to COVID-19. The changes allow business operations to continue for customers without requiring face-to-face interactions. Read this information for how these changes may impact you if you normally do business with the Community Development Department.

For Businesses:
Per the Nevada Health Response COVID-19 Risk Mitigation Initiative, all non-essential businesses have been ordered to temporarily close to the public until April 16, 2020. Read this guide for additional information on operational restrictions and mandatory closures for certain types of businesses. The latest information will be available at Reno.Gov/COVID19.

In an effort to provide relief for businesses affected by the COVID-19 business restrictions, the City of Reno is extending the time for businesses to pay their license fees. The deadline for any business license fees due between March 27, 2020 and April 30, 2020 may be extended 30 days. Any other business that has been unable to pay fees due to the COVID-19 state of emergency may request an extension on a case by case basis. The Community Development Department is responsible for the physical development of the City. The core service areas of the department include: housing and neighborhood development, planning, engineering, building and safety inspections, and business licensing.

Process to Update Reno’s Zoning Code Kicks Off

City releases report with preliminary recommendations

Following up on the heels of the adoption of the new Master Plan, the City of Reno is starting a multi-year effort to comprehensively update its zoning code. The initiative, called Zoning Code RENOvation, will examine and revise zoning districts and associated land uses, development standards, and procedures for reviewing and considering development applications. 

Zoning Code RENOvation aims to create zoning regulations to help achieve the community’s visions and values for Reno as detailed in the Master Plan. 

“Driven by feedback through the ReImagine Reno process, the Master Plan lays out an exciting and unified vision for where and how our community will grow in the next 20 years. Now we need the regulations to make that vision come to life,” Planning Manager Claudia Hanson said. 

Zoning Code RENOvation also aims to make the zoning code more user-friendly and establish a more predictable and transparent review process. 

Hanson said community input will be an important aspect of the update process. The City is planning numerous open houses, focus groups, online surveys, and other ways to review draft materials throughout the project. Residents interested in staying up to date on the project are encouraged to sign up for the newsletter

The City also set up a dedicated Zoning Code RENOvation webpage where residents can turn for the latest information. 

The zoning code is formally called the Annexation and Land Development Code and is found in Title 18 of Reno Municipal Code

Targeted Code Assessment Report Highlights Initial Recommendations 

The community also is invited to read and provide input on a report that includes initial code update recommendations. The Annexation and Land Development Code Targeted Assessment Report was created to identify key areas where amendments to the zoning code are needed to implement the new Master Plan.

The main recommendations in the plan include:

  • Streamline and simplify approach to mixed-use districts
  • Make targeted revisions to other zoning districts
  • Update Planned Unit Development requirements
  • Updates uses and use regulations
  • Reorganize and update development standards
  • Improve the user-friendliness of the code
  • Revise development review process and procedures
  • Update the sign code 

Residents can learn more about these recommendations and the overall Zoning Code RENOvation project at an open house on Thursday, August 9. The public will have the opportunity to provide input on the report at the open house. The community also can provide input through an online survey.
