What: May 24, 2017 Regular Meeting

When: Noon (12 p.m.). **Although scheduled for *1 p.m., F.2 will likely be heard at *6 p.m.

I.1 - Business License Fee Schedule

I.1.1 - Presentation, discussion and potential direction to staff regarding a new business license fee schedule for Distribution Centers, Manufacturing Facilities and Warehouses.

I.1.2 - Acceptance of a Business Impact Statement for the amendment of Reno Municipal Code, adding new definitions, clarifying language to the definition of Gross Receipts and a new fee structure for the determination of licensing fees for Distribution Centers, Manufacturing Facilities and Warehouses.

I.1.3 - Ordinance Introduction to amend Title 4 of the Reno Municipal Code by adding new definitions entitled Distribution Center, Manufacturing Facility, and Warehouse and clarifying language to the definition of Gross Receipts.

I.2 - Medical Marijuana Establishments

I.2.1 - Presentation, discussion and potential direction to staff regarding notice to the Nevada Department of Taxation of temporary retail marijuana license applicant's compliance with zoning and land use rules.

I.2.2 - Ordinance Introduction to amend Title 5 of the Reno Municipal Code regarding Medical Marijuana Establishments, modifying Section 5.21.013 to authorize temporary retail marijuana establishment licenses pursuant to state law, among other matters.

ReTRAC properties

J.1 - Discussion and potential direction to staff regarding a Request for Qualifications for a developer to develop city-owned properties located on the north and south sides of the ReTRAC train trench between Center and Lake Streets.

B - Consent Agenda (All consent items may be approved together with a single motion, be taken out of order, and/or be heard and discussed individually.)

B.1.e.1 - Approval of a Privileged Business License for a Medical Marijuana Cultivation Facility to Herbal Care LLC, Keith R.E. Johnson, located at 1076 Telegraph Street.

B.2 - Acceptance of Grant Award from the Truckee River Fund via the Community Foundation of Western Nevada to fund a cleanup crew along the Truckee River in the amount of $28,694.

B.3 - Approval of Award of Contract to Sierra Nevada Construction, Inc. for the 2017 Surface Treatment Project in an amount not to exceed $782,007 from the Street Fund.

B.4 - Acceptance of Report regarding the Declaration of the Existence of a Local State of Emergency, issued March 17, 2017, in the West Lemmon Valley Watershed due to water accumulation and snowmelt runoff into Silver Lake and surrounding properties.

D - Proclamations

D.1 - Proclamation from REMSA recognizing May 21-27, 2017 as Emergency Medical Services Week.

E - Presentations

E.1 - Citizen Recognition Program (City Superheroes), honoring citizens who contribute to creating a community people are proud to call home.

E.2 - Regional Transportation Commission (RTC) 2017 Second Quarter Update on current projects and programs.

E.3 - Artown July 2017 Reveal.

F - Public Hearings - *1 p.m.

Logisticenter 395- Phase 2 Conditions Amendments

F.1 - Request to amend Conditions of Approval Nos. 6 and 28 associated with special use permit LDC15-00084 (Logisticenter 395-Phase 2) and as modified by LDC16-00039 to expand the areas of the site that are approved for 24-hour operations. The ±130.9 acre site is located between Military Road and Lemmon Drive, east of Tholl Drive.

**Steamboat Meadows Annexation

F.2 - Ordinance annexing to and making part of the City of Reno ±79.80 acres of property located on the east side of South Virginia Street, south of Towne Drive and north of Rhodes Road.

J - Standard Department Items

J.3 - Presentation of the 2017 City of Reno Community Survey Findings Report on city services and community priorities.

L - Council Donation Funds

L.2 - $500 to the Veterans Guest House [Delgado]

L.3 - $500 to The Children’s Cabinet [Delgado]

P.5.1 - Redevelopment Agency Fiscal Year 2017/18 Budget Adoption

P.5.1.1 - Public Hearing regarding the Redevelopment Agency #1 and Redevelopment Agency #2 Tentative Budgets for Fiscal Year 17/18.

P.5.1.2 - Resolution adopting Fiscal Year 17/18 Final Budgets for the Redevelopment Agency #1 and #2 of City of Reno, Nevada.

P.6 - Award of Contract to Contract Flooring and Interior Services, Inc. to repaint portions of the Reno Parking Gallery at 135 North Sierra Street in an amount not to exceed $120,000.
