How can I influence positive change in my neighborhood?

Active neighborhood citizens drive positive change in our great community. Not only is being an active member in your neighborhood beneficial to you and your family, it also helps our larger community grow and progress. Our Neighborhood Advisory Boards are the perfect opportunity for citizens looking to become neighborhood leaders.

What is a NAB?

The City of Reno is divided into five City Council wards. Each of these wards has one representative on the Reno City Council. The City Council also includes one At-Large Councilmember and the Mayor Each of the City’s five wards are represented by a respective Neighborhood Advisory Board (NAB). Each NAB meets once a month at 5:30 p.m. on an ongoing basis. NAB meetings are your chance to learn about neighborhood happenings and discuss community issues with your neighbors. Key objectives for NAB meetings:

  1. Improve communication between Reno citizens, City staff, and City Council Members.
  2. Provide citizens the opportunity for early engagement on important community issues.
  3. Create a venue for citizens to review and provide feedback on certain development projects.

Supporting Materials: Staff reports and supporting material for the meeting are available at the City Clerk’s Office, located at 1 East First Street, Second Floor, 775-334-2030 and on the City’s website at www.reno.gov/residents/your-neighborhood/ward-4. Pursuant to NRS 241.020(6), supporting material is made available to the general public at the same time it is provided to the public body.

Order of Business:  The presiding officer shall determine the order of the agenda and all questions of parliamentary procedure at the meeting. Items on the agenda may be taken out of order.  The public body may combine two or more agenda items for consideration; remove an item from the agenda; or delay discussion relating to an item on the agenda at any time.  See, NRS 241.020(2)(c)(6).  Items scheduled to be heard at a specific time will be heard no earlier than the stated time, but may be heard later.

Public Comment:  A person wishing to address the  public body shall submit a “Request to Speak” form to the presiding  officer. Public comment, whether on items listed on the agenda or general public comment, is limited to three (3) minutes per person. Unused time may not be reserved by the speaker, nor allocated to another speaker.  No action may be taken on a matter raised under general public comment until the matter is included on an agenda as an item on which action may be taken.  

The presiding officer may prohibit comment if the content of the comments is a topic that is not relevant to, or within the authority of, the public body, or if the content is willfully disruptive of the meeting by being irrelevant, repetitious, slanderous, offensive, inflammatory, irrational or amounting to personal attacks or interfering with the rights of other speakers.  Any person making willfully disruptive remarks while addressing the public body or while attending the meeting may be removed from the room by the presiding officer, and the person may be barred from further audience before the public body during that session.  See, Nevada Attorney General Opinion No. 00-047 (April 27, 2001); Nevada Open Meeting Law Manual, § 8.05.

In addition, any person willfully disrupting the meeting may be removed from the room by the presiding officer.  See, NRS 241.030(4)(a).  Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, or any other acts intended to impede the meeting or infringe on the rights of the public body or meeting participants.

9. Development Projects - Following presentations by a City of Reno planner and/or the project’s developer or representative, NAB members and the public will have the opportunity to ask questions about the project and provide feedback. The NAB will not take any action on development projects. NAB members and the public are encouraged to fill out the development project review form with their input. All development project review forms submitted to the community liaison at the NAB meeting or via the online form (goo.gl/wXYHjf) will be submitted to the Reno Planning Commission for consideration in the development review process. All forms must be submitted two weeks in advance of the Planning Commission meeting for input to be included in Planning Commission materials.

A. LDC18-00033 (Red Roof Self-Storage) - A request has been made for special use permits for: 1) a ±133,850 square foot expansion of an existing mini-warehouse and recreational vehicle storage facility to add 755 mini-warehouse units and 100 recreational vehicle storage spaces; 2) grading that results in cuts deeper than 20 feet and fills greater than ten feet in height; and 3) nonresidential development on a site exceeding one acre located within 300 feet of residentially zoned property. The ±9.98 acre site consists of two parcels located on the south side of North Virginia Street, ±793 feet west of its intersection with West Golden Valley Drive. The site is located in the Mixed Use/North Virginia Street Transit Corridor (MU/NVTC) zone and has a Master Plan land use designation of Special Planning Area/North Virginia Street Transit Corridor.

LDC18-00039 (Sky Vista Southwest Commercial) - A request has been made for a special use permit to allow for the construction of a ±10,985 square foot commercial project located adjacent to residentially zoned property. The ±1.91 acre site is located on the east side of Vista Knoll Parkway, ±200 feet north of its intersection with Sky Vista Parkway within the Community Commercial (CC) zone. The site has a Master Plan Land Use designation of Special Planning Area/Reno-Stead Corridor Joint Plan.

10. Development Project Updates - The following items are to provide an update on action taken by the Planning Commission and/or City Council on development projects previously heard by the Ward 4 NAB. NAB and public comments were submitted via the development project review form to the Reno Planning Commission. A. LDC18-00015 (Silver Dollar Estates) - A request has been made for: 1) a tentative map to develop a total of 624 lots (261 single family detached; 150 single family attached; and 213 townhomes); and 2) special use permits for: a) cluster development; b) attached single family residential and townhomes; c) elimination of residential adjacency height to setback ratio; d) grading that results in fills greater than ten feet; and e) grading that results in disturbance of a major drainageway. The ±92.2 acre site is located between Sky Vista Parkway and US 395 along Trading Post Road and Silver Dollar Lane in the Community Commercial (CC) and Single Family - 6,000 square feet (SF6) zones. The site has Master Plan land use designations of Mixed Residential and Urban Residential/Commercial.

B. LDC17-00008 & LDC17-00009 (Stonegate Master Plan and PUD Zoning Map Amendments) - A request has been made for a Planned Unit Development (PUD) on a site that is ±1737.9 acres in size that includes ±5,000 residential units, associated public facilities, open space and nonresidential development.  This request includes:  1) a Master Plan Amendment from ±1,034.93 acres of Industrial, ±238.19 acres of Unincorporated Transition, ±412.34 acres of Single Family Residential and ±52.44 acres of Urban Residential/Commercial to ±41.2 acres of Industrial, ±658.2 acres of Mixed Residential, ±215.2 acres of Urban Residential/Commercial, ±338.1 acres of Single-Family Residential and ±485.2 acres of Parks/Recreation/Open Space; 2) a zoning map amendment from ±1034.93 acres of Industrial Commercial (IC), ±118.59 acres of Unincorporated Transition-40 Acre (UT40), ±412.34 acres of Large Lot Residential - 1 acre (LLR1), ±52.44 acres of Arterial Commercial (AC), and ±119.6 acres of Open Space (OS) to PUD; and 3) tentative approval of a PUD Handbook.  Four parcels totaling ±1,378 acres in size are located southwest of the US-395/White Lake Parkway interchange, south of the US-395/Frontage Road and east of Sto Lat Lane.  Two parcels totaling ±360 acres in size are located on the northwest side of the intersection of US-395 and White Lake Parkway.  This request is considered a Project of Regional Significance for: (a) housing (exceeds 625 units), (b) traffic (exceeds 6,250 average daily trips), (c) water use (exceeds 625 acre feet per year), (d) sewage (exceeds 187,500 gallons per day), (e) student population (exceeds 325 students) and (f) employment (exceeds 938 employees).

Standing Item: This development proposal was previously heard by the NAB and will remain on the agenda for future updates.  Proposal will be heard at the January 10, 2018 City Council Meeting.

C. LDC16-00026 (Prado Ranch Master Plan Amendment) - A request has been made for Master Plan amendment to change the existing land use designations from ±316.79 acres of Single Family Residential and ±77.44 acres of Mixed Residential to ±88.53 acres of Mixed Residential, ±190.98 acres of Industrial, and ±106.12 acres of Parks/Recreation/Open Space. The subject area includes eight parcels totaling ±331.59 acres generally located along the east and west sides of Lemmon Drive from Patrician Drive to Oregon Boulevard. The site is currently zoned Single Family Residential-15,000 square feet (SF15), Single Family Residential – 6,000 square feet (SF6), and Open Space (OS) within the Cooperative Planning Area (CPA) overlay zoning district. A zoning map amendment application (LDC17-00019 – Prado Ranch Planned Unit Development) to change the zoning to Planned Unit Development (PUD) is being processed concurrently with this application. This is a Project of Regional Significance for (a) traffic (exceeds 6,250 average daily trips) and (b) sewage (exceeds 187,500 GPD).

Standing Item: This development proposal was previously heard by the NAB and will remain on the agenda for future updates.

D. LDC17-00019 (Prado Ranch Planned Unit Development) - A request has been made for a zoning map amendment from ±316.76 acres of Single Family Residential-15,000 square feet (SF15), ±62.85 acres of Single Family Residential – 6,000 square feet (SF6), and ±349.26 acres of Open Space (OS) to ±728.87 acres of Planned Unit Development (PUD). The PUD handbook is proposed to include land use designations of ±44.47 acres of single family residential, ±32.25 acres of multifamily, ±194.97 acres of industrial, ±10.05 acres of commercial, and ±445.70 acres of Open Space along with all associated development standards. This is a Project of Regional Significance for: (a) traffic (exceeds 6,250 average daily trips); and (b) sewage (exceeds 187,500 GPD). The ±728.87 acre site is comprised of 14 parcels generally located along the east and west sides of Lemmon Drive from Patrician Drive to Oregon Boulevard within the Cooperative Planning Area (CPA) overlay zone. The site currently has Master Plan land use designations of Mixed Residential, Single Family Residential, and Parks/Recreation/Open Space, which is proposed to be changed to Industrial, Parks/Recreation/Open Space, and Mixed Residential through an associated Master Plan Amendment.
