Ric has served the City of Reno as the Chief Examiner for the Reno Civil Service Commission for over 23 years. Ric served as a supervisor for the Jefferson County Personnel Board for six years in a capacity overseeing research , job analysis, recruitment and examinations as well as classification and compensation , payroll and certification. Ric developed a performance appraisal method for an extensive employee population that integrated performance appraisals with classification and compensation, job analysis and examination development in a feedback cycle that provides database for use in multiple employee selection, compensation and retention operations.
Ric has served as an Officer and President of the Western Region Intergovernmental Personnel Assessment Council, which he joined inn 1993. Ric has made presentations to the Council on subjects covering alternatives to examination design, human resources strategic planning, minimum qualifications determination and validation, local government combined recruitment and examination consortiums, job description task statement development , legal issues regarding job analysis and examination development, performance appraisal, assessment center development and civil service theory and implementation for local government. Ric has also served as a presenter for the International Personnel Assessment Council, particularly in the area of employee selection, minimum qualifications validation and personality assessment.
Ric has served with other City leaders to reach out to high school students particularly at Hug High School to encourage interest in public sector careers. Ric provided classes with a survey presentation of public sector civil service history and the application of such to actual City or Reno work experiences and preparation to be successful in competing for jobs in the public and private sectors.
Ric has a Masters Degree in Public and Private Management with a concentration HR Administration and Public Policy, thesis in performance appraisal validation, Bachelor degree from the University of Alabama and University of Alabama -Birmingham in Social and Behavioral Sciences with concentration in Psychology and Biology and doctoral graduate work in Medical Psychology concentrating in advanced statistics and psychophysiology.
Ric enjoys trekking, mountain climbing, scuba diving, whitewater canoe and kayaking, gardening , broad musical and art tastes including support of the Reno Little Theatre and the Reno Philharmonic Symphony and a life time hobby with various HO gauge European model trains, particularly Marklin.
