The cities of Reno, Sparks and Washoe County have united together to end chronic homelessness in the area. In 2006, the work of these three jurisdictions and the dedicated support of 25 other agencies led to the development of a 10-year action plan.
The overarching goals of the plan focus on meeting the needs of individuals at-risk before their situation becomes a crisis:

In 2005, the jurisdictions of Reno, Sparks and Washoe County became the 200th in the United States to officially commit to preparing a 10-year plan. The United States Interagency Council on Homelessness published a February 2007 e-newsletter article describing the plan and highlighting Reno's Community Assistance Center.
