2011 Montello-Carville Neighborhood Street and Sewer Rehabilitation

Sealed Proposals will be received by the City of Reno at the office of the City Clerk, 2nd Floor, One East First Street, Reno, Nevada, until 2:00 P.M. Local Time on Tuesday, January 11, 2011, for Contract Number 1417.

Said Proposal shall include all labor, tools, implements, machinery, materials, and any incidentals necessary to complete the work in the manner and time prescribed, and in strict conformity with the Contract Documents to the satisfaction of the City Engineer. In general, the project consists of:

The installation of approximately 20,000 linear feet of new 8-inch to 10-inch diameter sanitary sewer pipe, the removal and replacement of manholes, constructing new manholes, service lateral connections, surface improvements, bypass pumping and other miscellaneous items necessary to complete the work as shown on the improvement plans. In addition, the service laterals in approximately 110 homes must be re-plumbed to the new sewer main. This will include work inside the dwellings as well as restoration of disturbed improvements and landscaping.

In addition, work shall also include the rehabilitation of several streets. The rehabilitation shall include, but not be limited to the removal and replacement of; the pavement section, curb and gutter, sidewalks, driveways, pedestrian ramps, storm drain inlets and pipe, pavement striping, traffic calming islands, provisions for traffic control for the duration of the project, and other miscellaneous work as outlined in the plans and specifications.

Contract Documents may be obtained by prospective bidders through the office of the City Engineer, 8th Floor, One East First Street, Reno, Nevada on or after 9:00 A.M. Local Time, Monday, December 13, 2010. Contract Documents may also be examined at the office of the City Engineer, 8th Floor, One East First Street, Reno Nevada; Reno Builders Exchange, 634 Ryland Street, Reno, Nevada; Rick’s AEC Reprographics, 1909 Prosperity Street, Reno, Nevada; Sierra Contractor’s Source, 500 Ryland St. #100, Reno, Nevada; Brownie’s Digital Imaging, 3515 Airway Dr. #203, Reno, NV; and at Nevada Blue, 9738 South Virginia Street, Suite D, Reno, Nevada. Contract Documents will be furnished for One Hundred Dollars ($100.00) for each set; such payment will be non-refundable. Checks should be made out to the City of Reno. Contractors requesting this material by mail or phone must include their Federal Express number for expedited shipping.

A Pre-bid Meeting will be held at 2:00 p.m. on January 4, 2010 at the office of the City Engineer, 7th Floor Conference Room, One East First Street, Reno, NV.

All Proposals must be submitted on the City of Reno Proposal Forms provided in the Contract Documents, and must be accompanied by a bid bond, a certified check, a cashier’s check, or cash in the amount of five percent (5%) of the total bid.

The City reserves the right to reject any or all Proposals.

The attention of Bidders is directed to the State Contractor’s License Law (N.R.S. Provision 624.700 as amended to date) and the City License Law that a Contractor hold a valid license with each agency.

For projects which are estimated to exceed $2.5 million in accordance with the engineers estimate, Bidders must be prequalified pursuant to NRS 338.1382(1)(a) to bid on the project. Bidders at the time of submission of the bid must be qualified by the State of Nevada Public Works Board and be on the State Public Works Board Qualified Bidder List. A bidder not prequalified is not an eligible bidder.

Minority and Women Business Enterprises will be afforded full opportunity to submit bids in response to this notice, and will not be discriminated against on the grounds of race, color, or national origin in consideration for and award of any contract entered into pursuant to this advertisement. The City of Reno affirms its interest in and encourages the different contracting communities to actively pursue participation and utilization of Minority and Women Business Enterprises on City projects.

The proposed contract is under and subject to Executive Order 11246 of September 24, 1965, and to the Equal Employment Opportunity and Labor Standard Provisions. Minimum Wage rates have been determined by the Labor Commissioner of the State of Nevada and are set forth in the contract documents. In no case shall the wage rates be less than prescribed therein. In the event there is a difference between the minimum wage rates as predetermined by the Secretary of Labor and the prevailing wage rates as determined by the State Labor Commissioner for similar classifications of labor, the contractor or and his subcontractor shall not pay less than the wage rates which is the higher of the two.

The bidder must supply all the information required by the bid documents and specifications and complete all forms in the Proposal including, but not limited to the Section 3 Clause, Suspension and Disbarment Certificate, Prime Contractors Agreement of Compliance, and Bidders Statement on Previous Contracts Subject to EEO Clause. The EEO requirements, labor provisions, and wage rates are included in the specifications and bid documents. This contract is being funded by a Community Development Block Grant (CDBG).
